After the teacher training seminar in Kreuzlingen, Kugler worked as a primary school teacher in Bottighofen from 1886 until his retirement in 1932. Together with his two sons, he produced the relief model of the canton of Thurgau for school lessons. He made about 90 casts of it, 83 of which he sold to the school districts of the canton of Thurgau.
